Any proposal can be saved as a template by clicking the option under the cog on a proposal view page. 

You will then be redirected to the account area, where you can change the name of the proposal template.

If you don’t have access to the account area you wont be able to see this option, so an alternative option is to simply duplicate the proposal you want to use as a template.
